The case

Georgia Williams was 17 and lived in Wellington, Shropshire, where her father was a police officer. Jamie Reynolds, 22, lived locally with his parents. Years earlier, in 2008, when he was 17, he had come to the attention of police and youth services over an offence involving a young person, but the risk he posed was never properly assessed.

On May 26, 2013, Reynolds persuaded Georgia to come to his family’s home for what he described as a photo shoot. Once she was inside, he hanged her. He then loaded her body into his parents’ van and drove into North Wales, leaving her in woodland off the Nant-y-Garth Pass near Wrexham. Georgia’s family reported her missing, and police traced Reynolds to a Premier Inn in Glasgow, where he was arrested. Her body was found on May 31.

Reynolds pleaded guilty to murder on December 2, 2013, days before his trial was due to begin. On December 19, 2013, the judge imposed a whole-life order, meaning he will never be eligible for release. The Court of Appeal refused his challenge in 2014, calling the killing carefully planned. A serious case review published in October 2015 found that several agencies had failed to deal adequately with the 2008 incident, and West Mercia’s chief constable acknowledged shortcomings in how Reynolds had been managed.
